STED no fear. After the updates we told you about here, we report on the testimony of those who managed to get by on their own when renewing their security certificate. This is our reader Giampaolo Bianchi, professor of urology in Modena, owner of Nausicaa, a 1983 Solaris 36 (Length 11.06 m, Beam 3.72m, Disloc 6800Kg). He wrote enthusiastically to give us the good news, and we interviewed him:
Were you worried when they told you that you had to get the DCI and a new navigation license to register your safety certificate renewal?
I was concerned because after the RINA visit I was told that in order to register the outcome, it is mandatory to register the boat through the STED (Electronic Sportello Elettronico del Diportista) and replace the old paper boat license with a printout of the data obtained from the new electronic registry.
A new document, the DCI, Declaration of Construction or Importation, is required to import the boat into the national STED. Since the Serigi shipyard that had built my boat in 1983 no longer existed, I was not sure if I would be able to find all the technical data required by the DCI form, and I did not know how to do it.
Which harbor master’s office did you apply to and what did they tell you?
I went to the Monfalcone Harbor Master’s Office, where a very kind and professional petty officer (Sc. 1st Cl Scelto “QS” Np. Leonardo Mongelli), patiently explained the whole procedure and answered my questions. Although a bit complicated procedure, I tried to do everything myself without turning to a shipping agency, and I succeeded without any problems.
How did you get the DCI needed to register the boat with STED?
For the DCI, I was told to contact Confindustria Nautica in Genoa by phone (the only body authorized to issue the DCI). They were diligent in solving my problem, explaining to me that in addition to the formal DCI application and payment of the required 25 euros, I only had to add a self-certification in which I stated That I was not in possession of any other technical data about the vessel beyond what was already in the navigation logbook paper. In about ten days they sent me the DCI, and with that, going to the harbormaster’s office, my boat’s data was entered into the STED and I immediately got a printout of the new navigation license, which is similar to the car registration.
So does the DCI issued by Confindustria Nautica, for dated boats, contain additional data beyond what you provided?
No, it contains exactly the same data that was already in the old navigation booklet (this is good news that simplifies our concerns, for possible inconsistencies in the archives on technical data of dated boats or yards that no longer exist, ed.)
STED, ultimately a positive experience?
Yes, I am very satisfied, following the procedure (which is still a bit complicated, however, and contains steps such as paying three bills), I succeeded in a reasonable time. Therefore, I contacted the Editor-in-Chief of the Sailing Newspaper to report my positive experience, hoping it might be helpful to other shipowners in the same situation as me.
