Adieu Police and Carabinieri at sea. At last some good news amidst the assaults on boaters’ pockets and the bureaucratic ballast of boating: with an implementing decree (Decree 177/2016 that will take “tangible” effect as early as this summer), the government has ensured that the Guardia di Finanza will acquire the competencies at sea of the Carabinieri and Police.
A NICE SAVING OF MONEY AND LESS STRESS
In a nutshell, the nautical teams of the State Police and the Carabinieri Corps have been abolished, so controls at sea will be carried out exclusively by the Guardia di Finanza and the Coast Guard. Quite a saving for the state coffers, but above all, less hassle for sea-goers, who could be stopped by four different bodies (five until a year ago, when even the Forestry Corps was still in operation in Marine Protected Areas!) that did not talk to each other, so potentially up to four times in a day!
HOPING FOR THE BLUE STICKER…
That’s still a lot of two bodies (when you consider that in other countries, such as Germany, it’s only one body that performs boat inspections on the water), but it’s already a big step forward. Hoping that the Blue Seal Directive (in theory in place since 2013), which provides for a sticker against duplicate inspections at sea, will really be effective. This vignette can be requested at the first sea check of the ship’s equipment or with a request for inspection ashore. But beware, it does not prohibit any law enforcement agency from being able to stop you while you are sailing in order to check the boat’s documentation and your papers such as your license and insurance.
