France prepares to scrap boats. What about us?

Starting in January 2017, an “eco-participation” intended to finance the boat disposal chain will be levied on all new boats sold in France.
A decision that appears revolutionary and above all necessary, and one that we hope will soon be followed by other nations. In fact, boat disposal has always been held back by costs, making it an unprofitable business.
The projected numbers are impressive: in 2014 there were about 400 boats decommissioned, while initial estimates with the new project are that about 3,000 boats will be destined for disposal, starting with those abandoned in harbors (in France this is a major problem and one that could at the same time help boating) or along shorelines, regardless of their age, the presence or absence of damage, or even the existence or absence of their owner. Abandoned boat equals boat to be scrapped.
A path that could in our opinion also be followed by Italy: one only has to walk around a bit to see hulls of all sizes abandoned not only near the sea, but also in the country estates; this has been talked about for several years, actually, but the problem, from us as well as from beyond the Alps, has always been the cost of scrapping.
